Addition of NISTParser

Ronan Lefol requested to merge NISTParser into develop

(Finally) making the merge request for NISTParser.

Adds the module extended by Leonardo Trotta to the pygrpm library initially stand-alone here.

TODO:

  • Choose naming convention: NISTParser, nistparser, whatever else
  • ? Build tests
  • Pass CI testing
  • Add offline data (Note this is not meant to be a blocking condition of this Merge Request)
